Children’s Education and Care Training Package Review – Consultation Paper

In 2015, the Australian Skills Quality Authority (ASQA) released its strategic review, Training for early childhood education and care in Australia. In response to this review, SkillsIQ, under the guidance of the Children’s Education and Care Industry Reference Committee (the IRC), has been commissioned by the Australian Industry and Skills Committee (AISC) to undertake a detailed review of Children’s Education and Care qualifications.

In 2015, the Australian Skills Quality Authority (ASQA) released its strategic review, Training for early childhood education and care in Australia. In response to this review, SkillsIQ, under the guidance of the Children’s Education and Care Industry Reference Committee (the IRC), has been commissioned by the Australian Industry and Skills Committee (AISC) to undertake a detailed review of Children’s Education and Care qualifications. 

In developing the initial Case for Change for this Training Package review, SkillsIQ consulted with employers, educators, peak bodies, regulators and RTOs about the ASQA findings and broader issues linked to the children’s education and care qualifications and units of competency in the Community Services Training Package.

Although the ASQA review focussed on the Early Childhood Education and Care qualifications, the IRC agreed it was essential that all training package products included in the remit of the IRC be considered at the same time to ensure any changes reflected the workforce requirements of all users. 

The initial consultation highlighted some consistent themes and messages, with almost universal agreement that the children’s education and care training products should be updated. A key focus of this work was the need for clarification of Training Package language, specifically around assessment requirements wording. Several other issues were also identified. 

As commissioned by the Australian Industry and Skills Committee (AISC), under the direction of the Children’s Education and Care Industry Reference Committee (IRC) and with the guidance of the Technical Advisory Committee (TAC), SkillsIQ will now undertake a detailed review of Children’s Education and Care qualifications including:

  • CHC30113 Certificate III in Early Childhood Education and Care
  • CHC50113 Diploma of Early Childhood Education and Care
  • CHC40113 Certificate IV in School Aged Education and Care
  • CHC50213 Diploma of School Aged Education and Care
  • CHC30213 Certificate III in Education Support
  • CHC40213 Certificate IV in Education Support

A consultation paper has been developed to understand how feedback and key issues identified during consultation activities in 2016 and in the Australian Skills Quality Authority (ASQA) strategic review, Training for early childhood education and care in Australia, can be best addressed through qualification review. 

SkillsIQ collected feedback about specific topics canvassed in the paper for a period of four weeks from 21st August until 15th September 2017. This feedback will be used to inform the development of a Draft 1 of training package products that will be open for national consultation in November 2017.
