Between 2016 and 2019 considerable scoping and industry engagement activity was undertaken to define the extent and nature of development required to proactively respond to skills development needs in the Australian Local Government industry. There was significant support for a thorough and extensive rewrite. The Draft 1 products developed in consultation will look significantly different to the current versions. The proposed qualifications include:

  • LGA30120 Certificate III in Local Government
  • LGA40120 Certificate IV in Local Government
  • LGA50120 Diploma of Local Government
  • LGA30220 Certificate III in Public Infrastructure
  • LGA40220 Certificate IV in Public Infrastructure
  • LGA50220 Diploma of Public Infrastructure

"We need to break down this unit into smaller, manageable units. The Property Services training package has a Diploma level qualification for commercial real estate agents with 12 units and we need to develop a suite of units that are comparable for local government property staff at potentially Cert III, Cert IV and Diploma levels. These two single units are not sufficient. We also need to look at what can be brought across from the CPP package to complement the LG units."

"I am of the strong opinion that the a dedicated Operational Works Unit should be included as an option within all Cert III and Cert IV Local Government courses (as they are currently). The Operational Works field is a major career path option for staff working within local government works depots (both regional and urban). The current proposal (to encompass civil construction only) misrepresents the existing distribution of work tasks that exists within municipal works depots. Failure to not include the Operational Works Area will be disadvantageous to a significant component of municipal works staff."

"I am not convinced that Economic Development should be a core unit. Other Units listed in Qual , I believe are generic enough that most people operating at level should/would have requirement to demonstrate competency in."
