QUALIFICATION TITLE

Certificate IV in Local Government

QUALIFICATION DESCRIPTION

This qualification reflects the role of individuals who apply the skills and knowledge to work in local government.

 

These individuals work with independence, taking responsibility for their own functions and outputs.

 

The skills in this qualification must be applied in accordance with Commonwealth and State/Territory legislation, Australian/New Zealand standards and industry codes of practice.

 

No occupational licensing, certification or specific legislative requirements apply to this unit at the time of publication.

ENTRY REQUIREMENTS

There are no entry requirements for this qualification.

One qualification at each level with general and specialist streams

"I don’t believe we need 2 qualifications at each level; but rather a generalist stream and specialist streams available for each level. I suggest 4 core units at each level covering the following topics; working in local government, safety, communication and conflict (I believe these skills are essential to all Local Government employees); then a group of general elective units, which cover broader skills related to a range of job roles in council; then groups of units in specialist elective streams, which facilitate specific technical depth in a particular vocation/job role.""

Digital Skills

"The level of technical or digital skills should be defined. The work place of council is shifting to online systems in a significant way and there needs to be a level of digital literacy established as we do with literacy and numeracy. "

Industrial relations

"There needs to be a closer look at the IR requirements in councils around the awards and EBA's. BSB will have some units that may transfer but the environment is different in SA as we are under the fair work state act not federal. "

Emergency management

"As this is a state wide initiative as well as local, would it not be wise to have a grouping that covered emergency management as a skill set?"

"There needs to be some core units related to team or people management in Level 4 – for example, BSBLDR403 which is currently a General Group option – make it a core"

Budgets

"Most supervisors will not be involved in Developing and Managing a budget to the extent expected by FNSORG501 – this should not be a core. If a finance unit is required, it should either be developed along the lines of “understand and implement council budgets within approved guidelines” or something, or if an “off the shelf” product is required, look at AHCBUS404"

Packaging rules

PACKAGING RULES

13 units must be completed:

  • 9 core units
  • 4 elective units, consisting of:
    • at least 2 units from the electives listed below
    • up to 2 units from any endorsed Training Package or accredited course – the unit must be relevant to the work outcome.

 

Packaging rules for each specialisation:

  • the Group A electives must be selected for award of the Certificate IV in Local Government (Corporate)
  • the Group B electives must be selected for award of the Certificate IV in Local Government (Regulatory and Compliance)
  • the Group C electives must be selected for award of the Certificate IV in Local Government (Public and Local Services)

 

The selection of electives must be guided by the job outcome sought, local industry requirements and the complexity of skills appropriate to the AQF level of this qualification.

" Concerned that FNSORG501 Develop and manage a budget, is listed as core at Cert IV level , given budget development and management generally sits at Manager level "

Core units

"I recommend these two units are removed from the Core units and placed in the Electives: FNSORG501 Develop and manage a budget and LGALGA006 Implement a local government project Assuming that the Cert IV is aimed at more experienced staff who are able to work independently, I think the budget unit is inappropriate for this level - managers and supervisors are the staff who develop budgets. In addition, not all staff who are involved in implementing projects will be able to produce satisfactory evidence of maintaining project records - a lot of these records relate to budget data. "

Operational Works Units should be included

"I am of the strong opinion that the a dedicated Operational Works Unit should be included as an option within all Cert III and Cert IV Local Government courses (as they are currently). The Operational Works field is a major career path option for staff working within local government works depots (both regional and urban). The current proposal (to encompass civil construction only) misrepresents the existing distribution of work tasks that exists within municipal works depots. Failure to not include the Operational Works Area will be disadvantageous to a significant component of municipal works staff."
