Local government employs around 200,000 people across Australia’s 537 councils. Vocational Education & Training (VET) qualifications provide the training and skills for many of these people. The current qualifications have not been reviewed since 2004. The following key foci have been considered during this update:

  • Thorough review of the content
  • Structure of the qualifications caters to both specialists and generalists
  • Job role alignment to roles unique to local government
  • Core skills required of all local government workers
  • Use of imported Units to support occupational mobility
  • Removal of duplication.
  • Draft 2 qualifications, skill sets and Units of Competency look significantly different to the current versions. The proposed qualifications include:

    • LGA30120 Certificate III in Local Government
    • LGA40120 Certificate IV in Local Government
    • LGA50120 Diploma of Local Government
    • LGA50220 Diploma of Local Government – Elected Member.
    • Between 2016 and 2020 considerable scoping and industry engagement activity was undertaken to define the extent and nature of the development required to proactively respond to skills development needs in the Australian local government industry. Since the development of Draft 1, six subject matter specialist groups have provided significant support to inform Draft 2. These groups focused on the following specialisations:

      • Corporate Services
      • Elected Members
      • Environmental Health and Regulatory Services
      • Operations
      • Planning
      • Property and Asset Management.

      Consultation Activities and Timelines

      If you work in local government, provide training in local government or manage people in local government, we would appreciate your views, thoughts and suggestions on this final draft of the qualifications.

      National consultation for Draft 2 was open for public comments from Friday, 19 June to Friday, 10 July 2020.

      SkillsIQ will also be undertaking a number of activities to engage industry stakeholders and VET professionals to provide feedback. These activities include a series of general information webinars, subject-focused webinars and stakeholder interviews.

"The following feedback is applicable to all qualifications. It was generated from analysis completed on all units contained in the validation guide. Whilst many of the units proposed for replacement by imports, or removal from the training package are appropriate; it is considered that the following are problematic and warrant consideration by the IRC and SME groups which have been guiding the project. If appropriate imported units cannot be found the LGA04 unit should be transitioned and packaged into the new qualifications. BSBXCM501 Lead communication in the workplace has been imported to replace LGACOMP008A Apply conflict resolution strategies. Imported unit is not appropriate. One of PSPGEN021, PSPGEN032, PSPGEN050 should be considered. BSBXCM401 Apply communication strategies in the workplace has been imported to replace LGADMIN421A Participate in negotiations. The imported unit is not an adequate replacement for this important need. CHCEDU008 Share health information has been imported to replace LGAEHRH305A Present environmental health education information and LGAEHRR504C Implement public environmental health education programs. The Replacement unit has little to do with environmental health and falls short of covering both these needs. CHCEDU002 Plan health promotion and community intervention has been imported to replace LGAEHRH604B Develop and implement environmental health education promotion and awareness strategies. The Replacement unit has little to do with environmental health. BSBCMM301 Process customer complaints has been imported to replace LGAEHRR402A Respond to environmental health complaints. The imported unit is not an adequate replacement for this important need. CPPWMT4003 Implement waste management plans has been imported to replace LGAEHRW503B, LGAEHRW505B, LGAEHRW507B and LGAEHRW603B. It lacks the depth of the four units it replaces. TLIP5037 Develop workplace policy and procedures has been imported to replace LGAGOVA410B Monitor council procedures to ensure compliance with relevant legislation. Import covers development of policy and procedures, LGA unit covers monitoring compliance. BSBSUS401 Implement and monitor environmentally sustainable work practices has been imported to replace LGALAND401A Apply the principles of ecologically sustainable development to council decisions. The unit outcomes are significantly different. One covers developments, the other work practices. BSBSUS402 Implement an environmental management plan has been imported to replace LGALAND501A Identify environmental assets and prioritise environmental issues. The imported unit is not an adequate replacement for this important need. AHCLPW501 Develop a management plan for a designated area has been imported to replace LGAPLEM501A Achieve an efficient and sustainable use of natural resources. The imported unit is not an adequate replacement for this important need. AHCLPW501 Develop a management plan for a designated area has been imported to replace LGAPLEM503B Conserve and re-establish natural systems. The imported unit is not an adequate replacement for this important need. If an appropriate import cannot be found the LGA unit should be transitioned. The imported unit is not an adequate replacement for this important need. BSBSUS501 Develop workplace policy and procedures for sustainability has been imported to replace LGAPLEM504A Develop strategies and approaches to minimise environmental pollution. The imported unit is not an adequate replacement for this important need. If an appropriate import cannot be found the LGA unit should be transitioned. RIICCM201D Carry out measurements and calculations has been imported to replace LGAWORK206A Measure and calculate civil materials. The imported unit is not an adequate replacement for this important need. It misses the very important requirement of estimating qualities of materials. PSPREG013 Undertake inspections and monitoring has been proposed to replace 9 existing LGA04 units. Three of those units are LGAEHRR509A, LGAREGS406A and LGAREGS403A. Whilst it is possibly an adequate replacement for some of the others, it does not work for this one. "If LGALGA012 is seen as too involved for Entrant Level then I recommend a simpler unit is created. I have always found LGACORE603B "Represent council's role and value in the community" to be very helpful in creating awareness in students that LG is not quite like an ordinary job."

"I also think that LGALGA012 "Represent council in the community" should be added to this Skill Set. So often, council staff are not just workers who take of their "council" hat at the end of the day. They represent the council to the community just as much as the Elected Members (though without the same decision making power). They also represent council to other communities, not-for-profit organisations and government departments. I think some clear guidelines on this would be very helpful to all LG staff. My comment is based on my experience with students who come from other businesses and private enterprise who have no idea of the community's expectations of council staff."

"I am not sure about the site visit component of this unit. Low impact developments may not need a site visit as GIS information may be sufficient. Also, the development assessor may delegate the site visit to a Compliance Officer/Ranger to take photos and gather evidence."
