Use public sector financial processes

APPLICATION

This unit describes the performance outcomes, skills and knowledge required to have basic understanding of the public sector financial framework and its application to routine financial processes by staff working in a non-specialist finance role but with responsibility for financial duties and processes.

 

This unit applies to those working in the public sector who deal with financial frameworks and processes. Those undertaking this unit work independently with some supervision of others, performing routine tasks in a familiar context.

 

The skills in this unit must be applied in accordance with Commonwealth and State or Territory legislation, Australian standards and industry codes of practice.

 

No occupational licensing, certification or specific legislative or certificate requirements apply to this unit at the time of publication.

PERFORMANCE CRITERIA

Performance criteria describe the performance needed to demonstrate achievement of the element.

  1. Identify public sector financial requirements
    1. Identify the elements of the public sector financial management compliance framework relating to the work role and confirm organisational requirements relating to the application of these elements.
    2. Identify delegation requirements relating to work functions.
    3. Identify internal financial controls and separation of duties relating to the business unit and identify and clarify the implications of these with senior staff.
    4. Locate public sector financial policies and procedures supporting the work role and identify their requirements.
  1. Implement public sector financial requirements
    1. Carry out and record financial processes.
    2. Differentiate levels of delegations and implement delegation requirements relating to work functions.
    3. Apply internal controls in the work area.

  • adjust communication to suit different audiences
  • enter data and prepare reports requiring precision of expression
  • apply delegations
  • access information and legislation electronically or in hard copy.

Assessment conditions

ASSESSMENT CONDITIONS

Skills must be demonstrated in either a:

  • workplace environment or
  • simulated environment.

 

Simulated assessment environments must simulate the real-life working environment where the skills and knowledge within this unit would be utilised, with all the relevant equipment and resources of that working environment.

 

Assessment must ensure access to:

  • public sector and organisational financial procedures and protocols
  • legislation and policy, relating to public sector financial management compliance framework.

 

Assessors must satisfy the Standards for Registered Training Organisations’ requirements for assessors.
