UNIT TITLE

Operate self-contained breathing apparatus in aquatic facility emergencies

APPLICATION

This unit describes the performance outcomes, skills and knowledge required to operate a self-contained breathing apparatus (SCBA) under emergency conditions in an aquatic facility. It covers skills for completing periodic SCBA checks and minor repairs to ensure the apparatus is readily available when required. It requires the ability to respond to chlorine gas emergencies.

 

This unit applies to public aquatic facilities where chlorine gas is used. It applies to senior technical and operational staff who work independently or with limited guidance from others, taking responsibility for their own work functions and outputs.

 

The skills in this unit must be applied in accordance with Commonwealth and State or Territory legislation, Australian standards and industry codes of practice.

 

The Western Australian Code of Practice for the Design, Construction, Operation, Management and Maintenance of Aquatic Facilities requires technical operators working in group 1 aquatic facilities to be certified in this unit of competency.

 

No other occupational licensing, certification or specific legislative requirements apply to this unit at the time of publication.

  1. Maintain self-contained breathing apparatus.
    1. Interpret manufacturer guidelines to determine repair and maintenance requirements for self-contained breathing apparatus.
    2. Complete periodic safety and serviceability checks on apparatus according to manufacturer instructions.
    3. Complete leak detection and withdrawal warning alarm tests according to manufacturer instructions.
    4. Complete minor repairs to faulty equipment and replace defective parts according to manufacturer instructions.
    5. Complete repair and maintenance records according to organisational procedures.
  1. Use self-contained breathing apparatus.
    1. Identify emergencies requiring use of self-contained breathing apparatus.
    2. Assemble component parts of apparatus and promptly complete operational checks.
    3. Fit and adjust apparatus to ensure comfort and safety.
    4. Operate apparatus during emergency incidents according to manufacturer instructions and organisational safety procedures.
    5. Monitor air supply by checking gauges regularly throughout emergency activities.
  1. Respond to chlorine gas emergency.
    1. Communicate initial assessment of emergency to appropriate personnel and determine required response.
    2. Isolate chlorine gas equipment and notify emergency personnel according to organisational emergency response procedures.
  1. Maintain and store self-contained breathing apparatus after use.
    1. Dismantle apparatus and clean all components according to manufacturer instructions to maintain serviceable condition and prolonged lifespan.
    2. Store apparatus to allow efficient access for next use.
    3. Tag, isolate and report faulty apparatus according to organisational procedures.

Assessment Requirements for SISCAQU018 Operate self-contained breathing apparatus in aquatic facility emergencies

PERFORMANCE EVIDENCE

Evidence of the ability to complete tasks outlined in elements and performance criteria of this unit in the context of the job role, and:

  • follow manufacturer instructions to complete:
    • one periodic safety and serviceability check on self-contained breathing apparatus
    • one minor non-specialist repair on self-contained breathing apparatus
  • complete accurate records of all repair and maintenance activities
  • participate in two simulated emergency incidents involving the release of chlorine gas, according to safety and emergency response procedures
  • for each incident:
    • identify, assess and respond to the gas release circumstance
    • utilise a self-contained breathing apparatus
    • participate in a debrief and complete an incident report.

KNOWLEDGE EVIDENCE

Demonstrated knowledge required to complete the tasks outlined in elements and performance criteria of this unit:

  • organisational work health and safety and emergency response procedures for chlorine gas release
  • for chlorine gas:
    • atmospheric conditions and how they can affect chlorine gas cylinders
    • causes of chlorine gas emergencies in aquatic facilities
    • properties of gas release: visual appearance and odour
    • dangers to health, and symptoms of exposure to chlorine gas
    • emergency response actions, and communication protocols when gas is released
    • how to isolate chlorine gas equipment
  • for self-contained breathing apparatus:
    • the main components:
      • backpack and harness
      • air cylinder
      • regulator
      • face piece
    • operational features and functions of each component, and how to assemble, use and disassemble the apparatus
    • safety and serviceability checks completed on each component
    • schedules for periodic inspection and maintenance
    • common types of minor, non-specialist repairs, and tools and methods used to complete these
    • methods used to clean apparatus and types of cleaning agents used
  • formats and inclusions of:
    • manufacturer instructions for repair and maintenance of self-contained breathing apparatus
    • repair and maintenance records and fault tags
    • incident reports.

ASSESSMENT CONDITIONS

Skills must be demonstrated in a public aquatic facility with an operating pool and chlorine gas system. Facilities can include those operated by commercial, not-for-profit, community and government organisations.

The following resources must be available to replicate industry conditions of operation:

  • first aid equipment
  • communication equipment for emergency response.

 

Assessments can only be completed through simulated activities. Simulations must incorporate time critical requirements.

 

Assessment must ensure use of:

  • chlorine gas system equipment
  • self-contained breathing apparatus, inclusive of air cylinder and regulator
  • manufacturer instructions for repair and maintenance of self-contained breathing apparatus
  • template:
    • repair and maintenance records and fault tags
    • incident reports
  • organisational work health and safety and emergency response procedures for chlorine gas release.

 

Assessors must:

  • satisfy the Standards for Registered Training Organisations requirements for assessors, and
  • have a collective period of at least two years’ experience working in public aquatic facility, where they have applied the skills and knowledge covered in this unit of competency; the two years’ experience can incorporate full and part time experience.
