Provide first aid in remote situations


This unit describes the skills and knowledge required to provide a first aid response to a victim in a remote or isolated area over an extended period of time until medical assistance is provided or evacuation occurs.

First aid is to be provided in line with the Australian Resuscitation Council (ARC) Guidelines.

Specific licensing/regulatory requirements relating to this competency, including requirements for refresher training should be obtained from the relevant national/state/territory Work Health and Safety Regulatory Authorities.

Coverage of Unit

"Would this unit apply for assistance provided at motor vehicle accidents. Truck drivers often queried whether there was training they could do so they could be more equipped on the road side incidents, particularly where it is in an isolated area etc. The vehicle have first aid kits (considered workplaces) but are for self-use - not necessarily used on others, but in an instance of a motor vehicle accident, they will look to their kits to render aid as best they can. "

"We need to look at what you are trying to achieve with this unit. It looks like there is an attempt to imbedded HLTAID009/010/011 into this unit. If this is the case then you need to maintain the integrity of the 011 unit which is not occurring here. The easy way to do this is to mirror the 011 unit in Elements and performance/Knowledge Evidence (leave these alone and don't adjust them) and then add the additional requirements where they are appropriate. ie form 2 new elements and add to performance and knowledge evidence ie New element - "Preparing for remote operations" Move the extra things in Element 3 to a new element New Element - "Perform remote first aid procedures and prepare for evacuation" "

Elements and performance criteria



Elements describe the essential outcomes

Performance criteria describe the performance needed to demonstrate achievement of the element.

  1. Prepare equipment for first aid response in remote or isolated areas.
    1. Evaluate information about remote or isolated destinations and identify potential injuries and illnesses requiring extended management.
    2. Select first aid equipment and resources to deal with a range of potential incidents, according to organisational emergency response and first aid procedures.
    3. Select communication equipment to facilitate emergency response in remote or isolated locations.
    4. Complete pre-departure safety and serviceability checks on equipment.
  1. Assess the situation.
    1. Recognise and assess an emergency situation.
    2. Ensure safety for self, victim and bystanders.
    3. Assess victim to determine extent of first aid response.
    4. Identify need for medical assistance and relay initial and concise information.
    5. Triage when multiple casualties are involved.
  1. Perform appropriate first aid procedures.
    1. Perform cardiopulmonary resuscitation (CPR) in accordance with the ARC Guidelines.
    2. Provide first aid in accordance with established first aid principles.
    3. Display respectful behaviour towards victim.
    4. Obtain consent from victim where possible.
    5. Use available resources and equipment to make the victim as comfortable as possible.
    6. Operate first aid equipment according to manufacturer’s instructions.
    7. Improvise use of other resources as required.
    8. Monitor the victim’s condition and respond in accordance with first aid principles.
    9. Assess need to evacuate victim, ability to transport to medical assistance or need for external assistance.
    10. Administer medication as required according to medical instructions.

    1. Accurately convey incident details to emergency response services.
    2. Report details of incident verbally to workplace supervisor.
    3. Complete relevant workplace documentation, including incident report form.
    4. Maintain privacy and confidentiality of records and information in line with statutory and/or organisational policies.
  1. Coordinate evacuation and first aid activities until assistance arrives.
    1. Determine need, in consultation with external services, to evacuate victim.
    2. Provide accurate information about location of incident, number of casualties, their condition and their position to enable deployment of appropriate resources.
    3. Engage others present to assist with ongoing first aid and management of incident circumstances.
    4. Continue to respond to and monitor the condition of victim and provide ongoing reassurance until assistance arrives.
    5. On approach, assist emergency services to locate the site of the incident.
    6. Follow instructions and provide assistance to emergency services personnel during evacuation.
  1. Evaluate the incident and own performance.
    1. Recognise the possible psychological impacts on self and other rescuers and seek help when required.
    2. Review the first aid response provided.

Performance evidence


Assessment Requirements for HLTAID013 Provide first aid in remote situations


Evidence of the ability to complete tasks outlined in elements and performance criteria of this unit in the context of the job role.


There must be evidence that the candidate has completed the following tasks in line with state/territory regulations, first aid codes of practice, first aid guidelines determined by the Australian Resuscitation Council (ARC) Guidelines and workplace procedures:

  • Followed DRSABCD in line with ARC guidelines, including:
    • managed the unconscious, breathing victim including appropriate positioning to reduce the risk of airway compromise
    • performed at least 2 minutes of uninterrupted single rescuer cardiopulmonary resuscitation (CPR) (5 cycles of both compressions and ventilations) on an adult or child resuscitation manikin placed on the floor
    • performed at least 2 minutes of uninterrupted single rescuer CPR (5 cycles both compressions and ventilations) on an infant resuscitation manikin placed on a firm surface
    • responded appropriately in the event of regurgitation or vomiting
    • demonstrated a rotation of operators with minimal interruptions to compressions
    • followed the prompts of an automated external defibrillator (AED) to deliver at least one shock
    • show respectful behaviour towards the victim
  • applied first aid procedures for the following:
    • Anaphylaxis
    • Asthma
    • Bleeding
    • Choking
    • Envenomation, using pressure immobilisation
    • Fractures, dislocations, sprains and strains, using appropriate immobilisation techniques
    • major haemorrhage control including use of tourniquets and haemostatic dressings
    • Medical shock
    • Minor wound cleaning and dressing
    • Nose bleed
    • Head, neck and spinal injuries
    • Hypothermia and hyperthermia
  • responded to at least four simulated first aid scenarios contextualised to the candidate’s remote or isolated situation, including:
    • one simulated scenario dealing with an unconscious, breathing victim
    • one simulated scenario dealing with an unconscious, non-breathing victim including the use of an AED.
    • one simulated scenarios dealing with a medical condition including the use of standard infection control procedures.
    • one simulated scenarios dealing with a trauma condition including the use of standard infection control procedures.
  • Conducted a secondary survey assessment of a victim
  • Assessed vital signs (respirations, pulse, temperature and level of consciousness)
  • Conducted a basic triage for multiple victim incident
  • Provide at least one accurate written report of an incident.


""A need for administering oxygen as part of a first aid response added to PC- working in passenger transport there are times in which oxygen is administered to passengers by way of an oxi-port. A piece of equipment that is regulated, automatic, portable and is used to make passenger feel comfortable in highly stressful situations. One could argue this could fall under Element 3 (3.5, 3.6, 3.7) but would love to see something more prescriptive in performance evidence."

"There is a new emphasis on the use of TQs. Using bleeding simulators and TQs will significantly increase the cost of the courses with TQs at $70 and simulators costing $2k+. This will have to be passed on. I fear that the course trainers may make short cuts and purchase inferior products that will fail. This will always be my greatest fear seeing many people purchase these only to have them fail when needed."

Assessment conditions


Skills must be demonstrated working individually in an environment that provides realistic in-depth, industry-validated scenarios and simulations to assess candidates’ skills and knowledge. Scenarios must concentrate on the significance of remote area circumstances.


Due to the nature of this type of training, it is acceptable for the performance evidence to be collected in a simulated environment.


Compression and ventilation skills must be demonstrated on resuscitation manikins in line with ARC guidelines for the purpose of assessment of CPR procedures.


Assessment must ensure access to:


  • Adult or child resuscitation manikin in line with ARC guidelines for the purpose of assessment of CPR procedures
  • Infant resuscitation manikin in line with ARC guidelines for the purpose of assessment of CPR procedures
  • AED training device
  • Adrenalin auto-injector training devices
  • haemostatic dressings
  • haemostatic wound packing trainer
  • placebo bronchodilator and spacer device
  • thermometers
  • tourniquets
  • tourniquet trainer
  • different types of wound dressings and bandages
  • blankets and items to make the victim comfortable
  • disposable gloves and other PPE as required
  • workplace injury, trauma and/or illness record, or other appropriate workplace incident report form, which includes space for recording vital signs of victims.


Simulated assessment environments must simulate the real-life working environment where these skills and knowledge would be performed, with all the relevant equipment and resources of that working environment.


Assessors must satisfy the Standards for Registered Training Organisations’ requirements for assessors.
