The aim of the proposed development and update is to ensure that the Hospital/Health Services Pharmacy Support sector is supported by a highly skilled workforce. Hospital pharmacy assistants and technicians require access to appropriate skills and knowledge in order to meet the current and future needs of the Australian health care system. The following key areas have been considered during the Training Package development and update process:
Current structure The current structure and packaging of the Qualifications now includes core Units, electives and elective specialisations.
Simultaneous updates Both Qualifications have been updated simultaneously to ensure consistency in the update process and to further ensure that final outcomes are suitable and fit for purpose.
Specialist area
The updated Training Package includes the option of streamed electives related to the specialised pharmacy areas of Compounding, Clinical Support, Leadership and Drug Knowledge. To inform the update of the Packaging Rules of the two Hospital/Health Services Pharmacy Support Qualifications, the update of nine existing Hospital Pharmacy Units of Competency and the development of fourteen new Hospital Pharmacy Units of Competency, a Hospital/Health Services Pharmacy Support Technical Advisory Committee (TAC) comprised of stakeholders and subject matter experts from across Australia has been formed. Formation of the TAC has informed the identification and validation of the exact nature of the skills needs and knowledge requirements in the industry and the respective Training Package Product update requirements. To take forward Training Package Product development work, the Hospital/Health Services Pharmacy Support TAC and the Technicians Support Services IRC have subsequently reviewed and confirmed the changes required for the development of Draft 2, based on feedback received from the first round of public consultation.
National consultation on Draft 1 took place from 24 February 2020 to 17 April 2020. During this period input was sought on the two updated Qualifications, nine existing Units of Competency and eleven new Units of Competency and their associated Assessment Requirements. Following the close of the consultation period, feedback received was collated and evaluated. This feedback has informed the development of Draft 2, which is publicly available for validation on the SkillsIQ website prior to the submission for endorsement. Draft 2 Training Package Products now include two updated Qualifications, nine updated existing Units of Competency and fourteen new Units of Competency and their associated Assessment Requirements. National validation on Draft 2 will be open from Wednesday, 23 December 2020 and will close at 5:00pm on Monday, 01 February 2021. During this time SkillsIQ will be liaising with industry stakeholders, employers and subject matter experts. "If Grade Four duties are an assessment requirement they should be structured as observational only, (BSBHRM405). Effective education outcomes can be achieved by observing a process as well as being an active participant. Grade Three technicians should get paid higher duties when performing Grade Four duties."
Certificate III and IV in Hospital Health Services Pharmacy Support - Draft 2

"There is currently no consistency with technician duties across the industry. Some of the units include duties that not all technicians are permitted to perform across different hospitals. Is there provision for this?"
"There are a lot of core units in common with both qualifications. Will students that already have Cert 3 get credit for prior learning when commencing Cert 4? "
"Three to five years’ work experience is a long time before you can start the cert 4. Can this be reduced to 12 months? Work experience to qualify for promotion to Grade Three can come later. Do the prerequisite years of work experience contribute to the 240 hours work experience asked for in the units? "
"With regards to specialisation, this is potentially limiting to staff. Does not choosing the leadership option prevent staff from becoming Grade Four? What are the proposed outcomes for specialisation?"
