A Case for Change was submitted by SkillsIQ, under the direction of the Personal Services IRC, to the Australian Industry and Skills Committee (AISC) seeking to undertake an update of the nationally recognised Beauty Training Package Products included in the SHB Hairdressing and Beauty Services Training Package. This Case for Change was subsequently approved by the AISC.

The following six draft Qualifications and associated Units of Competency in the SHB Beauty Training Package have therefore been approved by the AISC to be updated:

  • SHB20116 Certificate II in Retail Cosmetics
  • SHB30215 Certificate III in Make-Up
  • SHB30115 Certificate III in Beauty Services
  • SHB30320 Certificate III in Nail Technology
  • SHB40115 Certificate IV in Beauty Therapy
  • SHB50115 Diploma of Beauty Therapy.
  • In addition to the update of existing SHB Training Package Products, two new Qualifications were approved for development:

    • SHB50319 Diploma of Cosmetic Tattooing
    • SHB60219 Advanced Diploma of Skin Therapy.

    • Validation Activities and Timelines

The feedback received during national consultation on Draft 1 Training Package Products has informed the development of Draft 2. A period of national validation on Draft 2 will therefore take place from Thursday, 01 April 2021 and will close at 5.00 pm on Friday, 30 April 2021. During this period input will be sought on the eight draft Qualifications above, which comprise 76 Units of Competency and their associated Assessment Requirements. This validation period, which would usually be two weeks, has been extended to four weeks to accommodate the Easter break.

Following the close of the validation period, feedback received will be collated and evaluated by the TACs and the IRC. This feedback will inform the development of the Final Draft for submission for endorsement by the AISC.

"Facials and Advanced Facials should be a pre requisite for this unit. The student would be required to identify and diagnose skin disorders and conditions, recommend home care products and perform a facial as part of this service. There could also be a section on combining modalities- and the benefits and cautions. "

"The original requirement was a diploma- great to that has changed. Students can go straight from a cert 4 to this? Do students still have to be in industry for 2 years before they can enroll in this Qual? "

"Do we still need to be teaching Mani's and Pedi's? The feedback from the Diploma students I have taught is "Why?" most salons don't even offer them anymore. The Diploma as level 5 Qual should be for the more advanced services our industry offers. Skin science, Body structures, Nutrition and Cosmetic Chemistry should be taught at this level. "

"Totally agree, there is too much emphasis on multiple assessments to prove competency, when it is not necessary. Increase the compulsory prac hours per unit, have a log book to demonstrate competency over time and perform an assessment when the student is ready."
