SkillsIQ, under the direction of the Local Government Industry Reference Committee, is undertaking a comprehensive update of all materials within the LGA04 Local Government Training Package.
Local government employs around 200,000 people across Australia’s 537 councils. VET qualifications (Certificate III to Diploma) provide the training and skills for many of these people. The current qualifications have not been reviewed for 16 years. This review is therefore designed to make significant improvements and changes.
If you work in local government, provide training in local government or manage people in local government, we would appreciate your views, thoughts and suggestions on this final draft of the qualification.
This update continues the previous consultation work and will ensure that all Training Package Products conform to the Standards for Training Packages 2012.
Between 2016 and 2020 considerable scoping and industry engagement activity was undertaken to define the extent and nature of development required to proactively respond to skills development needs in the Australian local government industry. Subsequent to Draft 1, six subject matter specialist groups have provided significant support to inform Draft 2.
Draft 2 qualifications, skill sets and Units of Competency look significantly different to the current versions. The proposed qualifications include:
- LGA30120 Certificate III in Local Government
- LGA40120 Certificate IV in Local Government
- LGA50120 Diploma of Local Government
- LGA50220 Diploma of Local Government – Elected Member.
Each of the above qualifications have specialisation streams to cover specific specialist areas of Local Government functions.
This project is being overseen by the Local Government Industry Reference Committee (IRC).

Project Status – Draft 2 Validation
Consultation on Draft 2 started on Friday, 19th June 2020 and closed at 5.00pm on Friday, 10th July 2020.
The Draft 2 consultation period will seek feedback on four qualifications, six skill sets and 26 Units of Competency.

Consultation Activities and Timelines
National consultation for Draft 2 will be open for public comments from Friday, 19 June to Friday, 10 July 2020. Draft 2 material is available for comment on SkillsIQ’s Online Feedback Forum. A Validation Guide summarising the proposed changes is included in the material and can be downloaded at the bottom of the Feedback Forum page.
SkillsIQ will also be undertaking a number of activities to engage industry stakeholders and VET professionals to provide feedback. These activities include a series of general information webinars, subject-focused webinars and stakeholder interviews.

Following the close of the Draft 2 validation period, feedback received will be collated and provided to the IRC for discussion. It will inform the development of the final draft which will then undergo external quality checks prior to the submission for endorsement.
